Paper check-in stays available

A player without a phone, a shaky connection: the arbiter can always check someone in by hand from the dashboard, at any time, even outside the window.

The check-in window is fully configurable by the organizer, and enforced server-side too: no checking in early or after closing, even by tampering with the page.
